He was convinced that Germany, Italy and Japan would ultimately attack the United States and the Western Hemisphere in combination if they were successful on other continents.

The Senate Leader, Senator Barkley, announced that the Senate will not go into recess for the Christmas holiday, as emergency legislation might demand instantaneous enactment.
