ANNOUNCEMENT OF NEW AGREEMENT NOT TO MAKE SEPARATE PEACE. FORSWORN STATES PLEDGE “SOLEMN WORD.” (By telegraph— Press Association—Copyright) (Received This Day, 10.5 a.m.) NEW YORK, December 16. The Tokio radio announced that a tripartite agreement has been concluded, under which Germany and Italy have pledged their solemn word to Japan that neither will make a separate peace until the war with the United States and Britain has been successfully concluded. The three Powers, even after the conclusion of war, will co-operate in the closest manner for the purpose of realising a righteous new order. The Foreign Minister, Mr Togo, declared that the German and Italian declarations of war against the United States, together with the marvellous achievements of the Imperial armed forces, unfolded a bright future for the Japanese empire, which was proceeding resolutely with the construction of a new world order.A naval spokesman warned the Japanese people they must be prepared to carry on the war against the United States and Britain for ten years, even though America’s Pacific Fleet was smashed. The Japanese Imperial Headquarters said the American military objectives on Wake Island were severely damaged by Japanese naval units on December 11. The “Nichi Nichi Shimbun” claimed that in the first week of the war the Japanese Navy had put out of com? mission twenty-one British and American warships with a total of 350,000 tons. The Japanese Government has drafted German-style laws of punishment for crimes during blackouts. The death penalty or life. imprisonment will be imposed for acts of violence or theft. The Japanese Home Ministry has announced that 1,270' British and American nationals, including Australians and Canadians, have been taken into custody in Japan since the outbreak of war. The Tokio radio said all interned enemies, including correspondents, will be given all possible comfort in accordance with their mode of living.
