FLATLY REJECTED
PROPOSED AMERICAN TERMS JAPANESE WITHDRAWAL. AND RECOGNITION OF CHIANG KAI-SHEK. WASHINGTON, December 7. The Secretary of State, Mr Hull, has released the text of his document of November 26 to Japan setting out America’s terms for a general settlement in the Pacific. These were: First, withdrawal of Japanese forces from French Indo-China. Secondly, Japanese recognition of Marshal Chiang Kai-shek. Thirdly, the United States and Japan to give up territorial rights in China and attempt to persuade Britain and 1 other nations to do the same. Fourthly, America and Japan to negotiate a trade agreement, to unfreeze each other's credits, and to sta- ’ balise the dollar and yen exchange rate. Fifthly, America and Japan to at- • tempt to negotiate a non-aggression pact between the British Empire, 1 China, Japan, the Netherlands East Indies, Russia, Thailand and the United States. I Mr Hull also released Japan’s reply, : which completely rejects the American 1 proposals and accuses the United 1 States Administration of conspiring ■ with Britain and others to thwart the • Japanese new order. It added that America, “obsessed ’ with its own views and opinions, is • scheming for an extension of the war I and seeking to attack Italy and Geri many, who are striving to establish a , new order in Europe. America has > completely ignored Japanese claims f and has acted in bad faith by continu- > ing to assist Marshal Chiang Kai- ■ shek.” The Note rejected the proposal that - Japan should quit the Tripartite Pact, f ' CANADA AT WAR 1 — 1 OTTAWA, December 7. The Prime Minister of Canada, Mr Mackenzie King, announced that Can--1 ada is at war with Japan and that - Canadian armed forces will engage J the enemy wherever he can be found. i BERLIN TALK - ROOSEVELT AS WARMONGER. t LONDON.
