President Roosevelt told his Press conference in Washington today that the negotiations between the United States and Japan had not broken down, though the situation was such that it might cause him to curtail his holiday.

The Domci news agency says the negotiations between the two countries have been brought to a conclusive stage by the action of the United States in presenting an official document to Japan.

The Note, it is stated, will be considered by the Japanese Cabinet at its regular meeting today. All reports from Washington and Tokio suggest no easing in the situation.
