IN JAPANESE=AMERICAN , NEGOTIATIONS ANTICIPATION OF MAJOR MOVE. PESSIMISM REPORTED IN WASHINGTON. (By Telegraph—Press Association—Copyright) NEW YORK, November 25. The Washington bureau of the United Press says that separate discussions by representatives of the A.B.C.D. Powers and a White House conference with senior American officials suggested tonight the clearing of the way for a major move in the Far Eastern situation. These developments came Its the Secretary of State, Mr Hull, prepared to resume his talks, probably tomorrow, with the Japanese envoys, Mr Kurusu and Admiral Nomura. Mr Hull is understood to be framing his reply on the basis of his lengthy conference in the last two days with the British, Australian. Chinese and Netherlands envoys. He is expected to present his answer to the Japanese delegation tomorrow. The “Nichi Nichi Shimbun,” Tokio, gives prominence to a special message from Washington, which states: “The Japanese talks with America approach the denouement. Both sides have exhausted their terms." It asserts that the Washington atmosphere is more pessimistic. The same paper gives prominence to an article from its London correspondent under the headline: “Britain Frantically Prepares for War with Japan." DEFINITE DECISION LIKELY WITHIN 48 HOURS. The State Department announces that definite decisions on the progress of the American-Japanese talks can be expected within 48 hours.
