1 BOROUGH COUNCIL MEETING COUNCILLOR GARDNER'S PROTEST. , NEW BY-LAW TO BE PREPARED. The monthly meeting of the Masterton Borough Council was held last night. The Mayor. Mr T. Jordan, presided. There were present: Councillors W. White, A. D. Low, W. H. Judd, W. Kemp, G. D. Wilson, I-I. E. Gardner, A. T. Jackson, J. Ninnes, C. E. Grey, and G. W. Morice. An apology for absence was received from Councillor R. Russell. Mr Russell is at present a patient in the Wellington Hospital. It was decided to send him a letter wishing him a speedy recovery to good health. ' Arising out of the minutes of the last meeting Councillor Gardner asked that the following be added to the minutes: “That Councillor Gardner protests against the action of the council in joining" the Employers’ Federation, thus handing over the industrial business of the council to bo managed by that Federation, creating a situation which prevents councillors from either expressing an opinion or voting on any matter relating to any industrial differences which may arise in connection with council business.” Mr Jordan said that he did not mind Councillor Gardner’s objection being entered on the minutes but he could not agree to the full text being used. He said it was not usual to do so. Councillor Wilson said he was averse to preventing a councillor’s opinion being placed on record. After further discussion it was decided to formally receive Councillor Gardner’s objection. The Wairarapa Interhouse Association was granted permission to make charges for admission to the Opera House on Sunday night, November 23, on the occasion of a concert by the Trentham Military Band. The Wairarapa Kennel Club was granted permission to use the Park on December 13 for a ribbon parade, and permission was also granted to the Masterton Amateur Athletic Club to use the Park on Wednesday nights. The borough sanitary inspector, MT T. A. Russell, recommended that a new by-law be provided to give effect to the following:—(1) No person shall sell, or offer, or expose for sale, any human food of any kind whatsoever which is ordinarily consumed in a state or condition in which it is sold unless such food, while it is ■in his possession or under his control is protected from dust and flies and any unwholesome matter whatever. (2) If such food is placed outside any premises or in any open window or open doorway, or other entrance it shall be stored in covered receptables to the satisfaction of the sanitary inspector. It was decided to instruct the borough solicitor to prepare the necessary by-law. The Director of Horticulture wrote acceding to the council’s request that Mr N. Davey, orchard instructor, Masterton, be. permitted, to co-operate with the committee set up by the council for the purpose of making an investigation of vacant lands in the borough of Masterton with a view to ascertaining their suitability as timber lands. It was decided to thank the Director for his co-operation. It was decided to cut out every second tree in Perry Street next winter.

A special report submitted by Messrs L. Robinson and F. H. Knowles (Park Custodian), and a plan for the development of Douglas Park was adopted. Appreciative reference was made to the' work put in by Messrs Knowles and Robinson. It was decided to hold the next council meeting on Tuesday, December 16.
