DETENTION CAMPS
CONTROL PROVISIONS MAINTENANCE OF DISCIPLINE. HOURS OF WORK AND LEISURE. (Bv Telegraph—Press Association.) WELLINGTON, This Day. The administration of defaulters' detention camps is dealt with in amendments to the National Service Emergency Regulations gazetted yesterday. The appointment of a controlling officer of education is provided for, and he will be subject to the control of the Minister and of the Director of National Services. Mr L. J. Greenberg has been appointed to this position. An officer to be known as the camp supervisor will be placed in charge of each camp. Any person committed to defaulters’ detention may be required to submit to medical examination. It is intended that all such persons will be medically examined before reception as a safeguard of the general health of the camp. Detailed provisions cover the control and internal management of detention camps, and the maintenance of discipline. Letters or postal packets sent by an inmate pass through the camp supervisor, and except for letters addressed to the Minister, are subject to perusal by the supervisor who may refuse permission for them to be forwarded. Inward letters or packets are subject to similar control. In either case, however, the refusal must be referred by the supervisor to the controlling officer. No visitors may enter the camp or interview inmates except with the prior consent of the supervisor, and an officer of the camp may be present at any interview.- Any relative or friend wishing to visit an inmate must first communicate by letter with the camo supervisor. The controlling officer is empowered to make rules for the control and internal management of the camps, including among other things the hours of work and leisure, the times of rising and retiring, and the hours of meals. In addition he may provide for the award of good conduct and industry marks which will entitle an inmate to small monetary allowances. A portion of this amount will be payable to the man while he is in camp and the balance at the date of his discharge. The camp supervisor will be authorised to impose minor punishments for breaches of camp rules, and the Icontrolling officer has also certain extended powers of punishment. Any serious breaches will, of course, be dealt with by the Magistrates’ Court. In addition, any person other than an inmate committing any breach of the regulations in or about the confines of a detention camp is liable to immediate arrest without warrant and to the full penalties provided.
