MADE HIGH COMMISSIONER TO AUSTRALIA. (By Telegraph—Press Association— Copyright) OTTAWA, November 6. The Prime Minister (Mr Mackenzie King) announced today the appointment of Major-General Victor W. Odium, at present commanding the Second Canadian Division overseas, as Canadian High Commissioner in Australia. Major-General Odium, who has long been prominent in public affairs, spent the early part of his life in Japan and is extremely well acquainted with Far Eastern problems. Arrangements are being made for direct diplomatic relations between Canada and China. Dr. Liu Shih Shun has been appointed Chinese Minister in Canada. He has headed the European and American divisions of the Chinese Foreign Ministry since 1931. The Canadian Minister to China has not yet been named.
