OCCUPIED BY FOUR NAZI DIVISIONS DIFFICULTY IN MAKING PEACE. INTENDED REPLY To' U.S.A. NOTE. LONDON, November 9. An American broadcaster reports that the Norwegian and Danish Ministers in Washington last night made a fervent appeal to Finland to respond to the recent American Note and terminate hostilities against Russia. The Ministers said that the whole future of the northern countries might hinge on Finland's decision. The same broadcaster observed that Finland’s principal difficulty arose from the presence of four German divisions on her soil.

The Vichy radio passed on a reported Helsinki announcement that the Finnish reply will not be made before the middle of next week and that it will state that Finland cannot make peace with Russia until her frontiers are definitely assured.
