Two United States submarines will be banded over to British commanders tomorrow 7 under the Lend-Lease Act. The United States crews will be ceremoniously mustered off the ships and British sailors will take over. The Navy has authorised the construction of 50 escort vessels for Britain under the lend-lease programme at an estimated cost of 300,000,000 dollars. The Navy has not defined the term escort vessels, but it is presumed they will resemble corvettes and will be equipped with submarine-listening devices and depth-charges and also will be capable of cruising long distances.
