PROPOSED EARLY MEETING FURTHERANCE OF CABINET PLANS. MILITARY APPROPRIATIONS. (By Telegraph—Press Association —Copyright) (Received This Day, 11.0 a.m.) TOKIO, October 24. Cabinet has decided to request the Emperor to convoke a special five day session of the Diet on November 15. The Information Board said the purpose was “to obtain approval of additional Budget plans and of legislative Bills to meet the current situation and also to express the firm determination of the present Cabinet regarding the prosecution of national policies. Observers are of opinion that the primary purpose is to approve large military appropriations.
