AGREEMENT EXPECTED IN WASHINGTON REMOVAL OF RESTRICTIONS. DESIRED BY PRESIDENT. (By Telegraph—Press Association—Copyright) WASHINGTON, October 7. After a long meeting the conference convened by President Roosevelt to consider revision of the Neutrality Act was adjourned till tomorrow with the understanding that a definite programme would he then approved. Mr Roosevelt indicated that he desired to repeal the two sections of the Act which forbid the arming of merchantmen and prevent their passage into belligerent zones. Panama’s prohibition against the arming of merchantmen has increased the need for rapid revision of the Act. The conference developed considerable differences of opinion as to procedure, but was virtually unanimous

that both these steps should be taken. Senator Barkley, the majority leader in the Senate, expressed his confidence that agreement would be reached tomorrow.
