CAMPAIGN FOR REVISION LAUNCHED PRESIDENT CONSIDERING FINAL PLANS. — BROADCAST BY SENATOR. (By Telegraph—Press Association —-Copyright) WASHINGTON. September 29. President Roosevelt has siiiiiinoned Hie Secretary of Stale, Mr Cordell Hull, to a special conference al the While House tomorrow to draw up final plans for revision of the Neutrality Act. Tim presidential conference with the congressional leaders has been postponed till Wednesday. Launching the Administration’s campaign for revision of the Neutrality Act, the chairman of the Senate Foreign Relations Committee, Senator Connally, in a broadcast, urged the removal of the ban on the arming oi merchantmen and said they should be ■permitted to voyage in the combat zones.
