MAINTENANCE OF ORDER IN CHINA. (By Telegraph—Press Association—Copyright) NEW YORK, September 16. The “Herald Tribune’s” Shanghai correspondent says the Japanese army spokesman, Colonel Akiyama. expressed the hope that the day would come when the Chinese would be able to maintain order throughout China, permitting the Japanese' troops to withdraw. “This must depend on our relations with Chungking as well as with Nanking,” he said.
