The Associated Press of America says there is a serious controversy between Indo-China and the United States because cargoes, particularly of butter from New Zealand, destined for Indo-China, have been detained at Manila. The cargoes were licensed before the Franco-Japanese agreement regarding Indo-China and the freezing of Japanese funds. The French have officially protested, complaining that the action is retroactive. They said the goods were for private use and would not reach the Japanese. The cargoes include trucks, automobiles, flour and steel.
