The Japanese Customs detained the American steamer Zoella Lykes, carrying 2000 barrels of fuel oil originally consigned to a Japanese firm and now diverted to Manila. The Japanese alleged that the manifest was irregular, and demanded that the oil should be unloaded. The Japanese have also detained an unidentified British ship which desired to proceed-to Hong Kong with salvage gear. The Japanese said that it was contrary to the regulations to ship machinery from Shanghai.
