ANNIVERSARY CELEBRATION IN AMERICA. PRESIDENT TO PARTICIPATE. (By Telegraph—Press Association—Copyright) ! NEW YORK, September 16. It is announced that President Roosevelt will act as honorary chairman at the Bill .of Rights Sesquicentennial on December 15, which is being arranged by the Council Against Intolerance in America. Mr Roosevelt, in a letter to Mr Herbert Bayard Swope, chairman of the celebration committee, accepting the designation, pointed out that he normally refused such posts, but was making an exception on this occasion because of the outstanding nature of the anniversary.
