NEW GENERAL HEADQUARTERS ESTABLISHED UNDER EMPEROR’S DIRECT CONTROL. WAR OFFICE ANNOUNCEMENT. (By Telegraph—Press Association—Copyright) (Received This Day, 12.25 p.m.) TOKIO, September 11. The War Office has announced the establishment of a new general headquarters for defence under the command of General Otozo Yamada, Inspector General of Military Education. The new headquarters will be under the Emperor’s direct control and will be responsible for the defence of Japan proper, Korea, Formosa and Saghalien.
REPORTED REASON CHECK TO MILITARISTIC DOMINATION. VICTORY FOR STATUS QUO POLICY. (Received This Day, 12.25 p.m.) SHANGHAI, September 11. The Associated Press of America's Tokio correspondent states that the new headquarters move is interpreted as being designed to strengthen home defence and at the same time check the militaristic domination of imperial policy and erect a barrier to possible army dissatisfaction with the future course of events. General Yamada ranks high in the Emperor’s favour and the appointment may be regarded as a victory for Prince Konoye’s status quo policy and a corresponding set back to the army advancement schemes. The change makes General Yamada virtually generalissimo of the army, superceding general staff control.
Informed circles in Shanghai are of opinion that no agreement between Japan and the United States is likely at present. A high Japanese officer said that while Japan was anxiously seeking an agreement with the United States it must at the expense of Chungking. Japan might consider a give and take basis, even to the extent of withdrawing from Indo-China and part of China but not while the United States sends military assistance to Chungking.
GERMANS COMPLAIN NO NOTIFICATION ABOUT WASHINGTON TALKS. (Received This Day, 12.25 p.m.) NEW YORK, September 11. The Associated Press of America’s Shanghai correspondent says diplomatic quarters have reported that Germany has complained to Tokio regarding the Japanese failure to communicate with Berlin on her negotiations with the United States.
