A Stavanger radio message states that Herr Terbovan has declared a state of emergency in Oslo. Strikes are now forbidden. Norwegians are obliged to remain indoors between the hours of 8 p.m. and 5 a.m. Transport, except railways, will close down at 7 p.m. The sale of alcoholic liquors, cinemas, theatres, dances and public gatherings are banned. Opp6sition to the decree will be broken by force.
