The Information Board said it had not been informed officially that American oil tankers had arrived at Vladivostok. The Board also said that negotiations and Japanese representations were still going on, which precludes foreign reports that an understanding already has been reached, under which Japan is permitting United States oil and war supplies to reach Vladivostok.

POLICY UNCHANGED NO ARBITRATION ON CHINA WAR. LONDON, September 5. The Japanese Government spokesman in Tokio said today that there is no change in Japan’s policy of refusing to accept the arbitration of a third Power in the war with China. There was no diplomatic reason for the recent withdrawal of Japanese troops from Foochow, he said. Foochow had no strategic value and the inhabitants now were able to carry on their affairs according to the Japanese wishes. Japan has made further representations to the United States and Russia on the passage of American oil tankers to Vladivostock. The Japanese Ambassador to Thailand said today that Japan had the utmost respect for Thailand’s independence and would assist her to maintain it in every possible way. The Chinese Government spokesman in Chungking warned other Powers that there was no moderate party in Japan.
