A message from Ankara says that the Bulgarian Government has told Germany that it will not declare war on Russia or send troops to the Russian front. Bulgaria’s traditional friendship with Russia, it is reported to have declared, made any action against Russia impossible but in other circumstances Bulgaria was willing to be Germany’s ally. The message states that this reply was the sequel to a German demand that Bulgaria should enter the war.
