Russian-Finnish negotiations for an armistice have been proceeding for some days, and . American officials, with President Roosevelt’s full knowledge and approval, are participating. These facts are revealed by Sir Wilmot Lewis, the Washington correspondent of “The Times.” . The evidence suggests that Germany will not obstruct the Finnish peace moves, reports the Stockholm correspondent of “The Times,” which adds that Finnish officials have returned from Germany with “satisfactory tidings.” SOVIET STATEMENT . FINNS’ INCREASING DESIRE FOR PEACE. LONDON, September 2. “Finland has suffered great losses and has displayed an increasing desire for peace, though foreign reports about this do not completely correspond to the facts,” stated the head of the Moscow Information Bureau, M. Lozovsky. A Stockholm correspondent, reporting the opening of the Finnish Parliament yesterday, quoted the Speaker of the Chamber as saying, “We Finns, being assured of victory, look forward to peace and are preparing ourselves to work in peace after ensuring our security.” FORMAL DENIAL OF PEACE NEGOTIATIONS WITH RUSSIA. WITH MEDIATION OF UNITED STATES. WASHINGTON, September 3. The Finnish Minister, Mr Procope, issued a formal statement denying the reports of a peace move between Russia and Finland with the United States’ mediation.
