OUTLINE OF PROBABLE TERMS Temporary Occupation of Selected Areas EXPULSION OF GERMAN NATIONALS MEASURES OF ECONOMIC ASSISTANCE LONDON, August 31. It is believed that the terms presented to the Iran Government by Britain and Russia may be as follows: Iran to grant facilities for the transit of materials to Russia; Iran troops to be withdrawn from the west and the south-west, these areas to be temporarily occupied by the Allies; Iran to be declared forbidden territory for all Germans except the German Legation in Teheran and a few technicians; the payment of oil royalties to Iran to continue and supplies of food and other economic necessities to continue. No official statement has yet been made. It is also believed that the terms will reiterate that the independence and sovereign rights of Iran will be respected. A satisfactory agreement is expected to be reached within 48 hours.
