Mr Knudsen, Director of the Office of Production Management, predicted that the national defence programme would reach half-way in January, 1942, and its peak in July of that year. After that, he said, America could write its own ticket. In order to achieve the objective he advised negotiated contracts instead of bids, the pooling of manufacturing bonuses and early deliveries through sub-contract-ing, the latter requiring much greater speed than at present.
