The Tokio Information Board spokesman, Mr Ishii, said the Russo-Japan-ese agreement had not. yet been ratified because it was awaiting approval by the Privy Council. However, ho disclosed that the Foreign Office was studying possible changes before its ratification.
The commission has approved an ordinance on harbour management and marine transportation aiming at maximum efficiency in marine transportation. Il is understood it is proposed to establish a new semi-official agency completely controlling all harbour facilities and all ships belonging to shipping companies throughout Japan. The Saigon correspondent of the Associated Press of Great Britain reports that a fully equipped Japanese army of crack troops, obviously ready I for action, has formally occupied Saigon. Observers say it is a first-class army, among Japan's best, and prepared for any opposition. Mr Ishii announced that under the new economic agreement Thailand will extend Japan credits of 10,000,000 bahts, the equivalent of about 15,000,000 yen, by which it is believed Japan will obtain Thailand rice. Mr Ishii said the agreement was between the Yokohama Specie Bank and three large Thailand banks.
