NO OBLIGATION TO ENTER WAR IF GERMANY ATTACKS UNITED STATES., TOKIO PAPER'S VIEW. (Received This Day, 1.5 p.m.) TOKIO, July 21. The “Chugai Shogyo Shimpo” expressed the belief that the tripartite pact would not operate to bring Japan into the war, if Germany took the initiative and declared war on the United States. Article 3 provided that an ally should help another only if one were attacked by a power not involved in the European and Chinese wars.
