FORMATION OF NATIONAL GOVERNMENT. MILITARY UNITS TO OPERATE UNDER SOVIET. (By Telegraph—Press Association—Copyright) (Received This Day, 12.25 p.m.) LONDON, July 18. The agreement between the Soviet Union and Czechoslovakia provides for the formation in Russia of a national Czechoslovak Government. In agreerhent with the Soviet, Czech units will operate under the direction of the So* viet Military High Command.
