For Joint Action Against Germany ASSURANCE OF FULL MUTUAL SUPPORT NO NEGOTIATION OF SEPARATE PEACE LONDON, July 13. London and Moscow published this afternoon the text of a formal agreement between Britain and Russia for joint action against Germany. The agreement stipulates that the two governments will mutually undertake to give each other assistance and support of all kinds and further, not to negotiate for an armistice or treaty of peace except by mutual agreement. The agreement became effective from the moment of signature and is not subject to ratification. It was signed in Moscow by Sir Stafford Cripps, British Ambassador, and M. Molotov, Soviet Foreign Minister. M. Stalin himself was also present, besides the chiefs of the Russian defence staff, Foreign Office and others. It is pointed out in London that the sole purpose of the agreement is the effective prosecution of the war. The agreement is one of the briefest and clearest diplomatic documents of all time. The only news about the Eastern front was that given this afternoon in a Russian communique, which states that there was no military activity of importance during last night. A Grennan communique merely repeats the claims made in a special announcement last night.
