ON THE EASTERN FRONT No Important Developments Yesterday NAZIS PROBABLY PREPARING FOR NEW OPERATIONS CONSTANTA MADE USELESS BY RUSSIAN AIR FORCE LONDON, July 11. Neither the Russian nor the German communiques have anything particular to report from the Eastern xront today. There is no news of military developments except that a spokesman in Berlin states that German troops have crossed the Dnieper, but he does not say where. Otherwise the Germans content themselves with claiming destructive raids on Russian troops in the Smolensk area, on the Moscow-Leningrad Rai - way, and on the Stalin Canal, between the Baltic and Arctic It is stated that the Russian air force has made Constanta useless as a base for shipping. The Soviet State Committee of Defence has divided the Eastern front into three big commands. . , , , The relative stagnation on the Eastern front is regarded by authoritative circles in Moscow as the most important change since hostilities began. For the moment, the German blitz has expended itself, but the enemy is probably preparing new operations. This view was emphasised in London today. A possible explanation is that the German mechanised vehicles are in need of replacement and overhaul.
