GERMANS FORTIFYING BASES THOUSANDS OF EXPERTS AT WORK. ACCORDING TO OFFICER OF FOREIGN LEGION. (By Telegraph—Press Association —Copyright) LONDON. July 10. A French Foreign Legion officer is responsible for the disclosure to the Lisbon correspondent of the “Daily Express” that Germany is fortifying the French African bases in the Mediterranean and Atlantic as a precaution against an American invasion of North Africa. The correspondent points out that these ports would be valuable in cutting Britain's sea lanes between South Africa, India, Australia and the East. They would also be regarded by American opinion as potential danger points in an American infiltration. More than 4000 German technical experts commanded by Captain von Krauss are said to be fortifying Dakar, Casablanca, Oran and other French naval bases. The French Foreign Legion officer, who a fortnight ago was in control of one of the Labour gangs, told the “Express” correspondent that he frequently saw German submarines come into port, refuel and take food aboard. He also saw German anti-aircraft batteries being installed at several ports.
