ECUADOR AND PERU IN REGARD TO BORDER INCIDENT. UNITED STATES DESIRE FOR SETTLEMENT. (By Telegraph—Press Association—Copyright) LONDON, July 7. The Assistant Secretary of State, Mr Sumner Welles, referred today to the incident on the Peru-Ecua-dor border. He said that the United States, and other American republics, were anxious to help in bringing about an end to hostilities. These were a matter of profound regret to the United States Government. The latest development in the situation is the bombing of three towns in Ecuador by Peruvian planes. The Governments of both countries blame each other for starting the attack.
