The Government spokesman, Mr Ishii, said that Japan is considering the declaration of a safety zone in the territorial waters, presumably similar to the zone established by North and South America, to keep belligerent warships from these territorial waters. He said he had no information on the reports that Japanese ships have been recalled. In connection with the safety zone, the newspaper “Hochi" urged the Government to take precautionary measures to preclude "an embarrassing development to Japan" in the event of the United States attempting to transport arms to Vladivostok since the only available route is through the Tsugura or Soya Straits, in Japanese territorial waters, and the Germans might resort to submarine operations there. The “Hochi" contended that Japan cannot be indifferent in the event of British or American assistance to Russia, which threatened Japan.
