Senators Wheeler and Nye today urged President Roosevelt to make a July 4 plea for a negotiated peace in Europe. Senator Taft said President Roosevelt should explore peace possibilities without publicity. The three Senators, in separate statements, argued that thanks to the unexpected Russian-German conflict, the time was ripe for Britain to secure a favourable peace.

Administration officials pointed out that a negotiated peace at this time would be a Hitler-dictated peace, and that the Government did not desire to be a party to any such settlement.
