The Bill to amend the Arbitration Court Act by imposing penalties for strikes and lockouts is now almost certain to be - ’ postponed. Many Government supporters regarded the proposal as “political dynamite.” Mr J. Curtin (Leader of the Opposition) appealed to the Government to postpone the Bill until it had received reports from the trades unions’ and employers’ advisory panels and committees. Announcing that he was in agreement with the spirit of Mr Curtin's suggestion, the Federal Prime Minister (Mr R. G. Menzies) said he would discuss it with Cabinet.

Under Labour pressure, it is likely that the Federal Government will move more cautiously with its manpower diversion policy than was at first intended. Critics of the Government point out that an attempt to swing Australian industry suddenly from a peace time to semi-war time basis threatens to disrupt the lives of thousands of Australian workers. They claim that the Government was going ahead with a scheme to restrict peace time industry before the ground was prepared to accommodate workers thrown out of employment.
