VICHY AND THE SOVIET BREAK IN DIPLOMATIC RELATIONS. THOUSANDS OF RUSSIANS ARRESTED. (By Telegraph—Press Association —Copyright) (Received This Day, 12.15 p.m.) VICHY, June 30. It is officially announced that the Government has broken off relations with Russia because Russian diplomatic and Consular agents have been engaging in action constituting an attempt against the public order and security of the ’State. The Russian Ambassador, M. Bogomolov, was handed his passport and is leaving immediately for the South of France, where he will await instructions. Russian State and private holdings in France were blocked tonight. Armed mobile guards took up positions in Vichy this morning, guarding bridges and roads leading from the city railway station and post office, and examined the identity cards of all pedestrians. Thousands of Russians in the occupied and unoccupied zones have been placed under preventive arrest, including all those naturalised in the past ten years. It is reported that at least 200 persons accredited to Russian diplomatic and Consular staffs have been held for questioning. It is stated at the Russian Embassy that two members of the staff were arrested.
