DEVELOPMENT OF BASES. UNITED STATES & CANADA CO-OPERATING. I ('Ey Telegraph—Press Association—Copyright) WASHINGTON. June 30. As a result of the outbreak of the Russian-German war the Administration as a precautionary measure is accelerating the strengthening of the aerial and naval defences of Alaska, the northernmost point of which is only 30 miles from Siberia. With the cooperation of Canada', steady progress is being made with the building of a series of aerial and submarine bases in Alaska which was started two years ago.
