POSSIBLE IN RUSSIA VIEWS OF COLONEL KNOX. STRATEGY OF RETREAT SUGGESTED. WASHINGTON, June 26. The Secretary of the Navy, Colonel Knox, told a Press conference that prolongation of the war as a result of Germany attacking Russia would work to the advantage of Britain and the United States, Emphasising that he was expressing his own views, and not those of a military expert, Colonel Knox said he believed that if the Russian forces backed away and sucked the Germans into the interior, they- would make a long war, but if the Russians continued to make the same mistake that was made in Poland, and staked everything on border resistance, it might prove a short war. Colonel Knox said that Russia had almost inexhaustible manpower, and in this respect the world had the object lesson of China, where Japan was exhausting herself. He added that the German fleet would be unable to make a playground of the Baltic Sea till 70 Russian submarines were disposed of.
