June 16. “President Roosevelt is to make an important foreign policy announcement on Thursday,” says the Washington correspondent of the “New York Times.” “This is expected to be America’s reply to the sinking of the Robin Moor. A decision to arm United States merchant ships, and to use United States warships in convoys, may be announced.”
