During the first four months of 1941, new home defence measures and the impart of aircraft and other arms cost £21,000.000. There has been groat progress in organising the East Indies Second Army—Home and City Guards —to fight parachutists and fifth columnists. This Second Army is already cn a sound basis in Java and it is now planned to extend it to Sumatra and other islands, such as Borneo and the Celebes.
