THE BELFAST TROUBLE COMMITTEE CHAIRMAN'S DECISION. “THERE SHALL BE NO STOPPAGE OF WORK.” (By Telegraph—Press Association.) CHRISTCHURCH, May 30. “There shall be no stoppage of work’’ is the fourth and final clause in the decision of Mr Gilmour, S.M., in his judgment for the Emergency Disputes Committee set up under the Strike and Lockout Emergency Regulations to investigate disputes between Thomas Borthwick and Sons and the Belfast branch of the Canterbury Freezing Workers’ Union. Pending the committee's decision work was resumed on May 20, the slaughtering chain, which was concerned in the dispute, including the two men originally selected by the company. Evidence and argument were heard by the committee and at the conclusion of the hearing, members of the committee being unable to reach unanimity on the matters in dispute, agreed to leave it to Mr Gilmour, as chairman, to make the committee's decision. After full consideration of the evidence and the argument submitted, Mr Gilmour has come to the following decision:— “(A) That work on the remaining chain shall continue as at present. “(B) That when a chain is put off because of slackness a list, of the men selected by the management to man the remaining chain shall be made available to union delegates and the management shall give consideration as in the past, to any representation made in that behalf by delegates. “(C) That the foregoing decision, however, shall not be construed so as to prejudice the rights of the management under section 2 of the award, it being understood that the management shall have full power, subject to the provisions of the award, to engage and dismiss such workers as it thinks fit in the circumstances. (D) There shall be x.t stoppage of work.”
