MADE BY MR CORDELL HULL FAMILIAR NAZI TACTICS. USED AGAINST EUROPEAN COUNTRIES. 'Ey Telegraph—Press Association—Copyright WASHINGTON, May 26. The Secretary of State. Mr Cordell Hull, today declared that the statements. by Grand Admiral Raeder. com-mander-in-chief of the German navy, about the convoying of war materials to Britain, appeared to be some sort of threat to induce the United States to refrain from making a real effort in her own defence till Germany got control of the high seas. Mr Hull pointed out that that was the system Hitler had used in the case of many European countries, to induce them to refrain from any real defence measures till he was ready to seize them. Mr Hull also 'referred to German efforts at persuasion directed toward European countries.
AMERICAN NAVY CREATION OF VICE-ADMIRALS. FACILITATING CO-OPERATION. WASHINGTON. May 26. The House Naval Affairs Committee, reporting on a Bill creating additional vice-admirals, implies the possibility that naval units may be operated in conjunction with the navy of another nation, presumably Britain. The report says: "The Navy Department foresees the desirability of being able to detail officers of sufficient rank to represent the country effectively from the standpoint of relative rank with the officers of other navies, and also the desirability of giving increased rank to the officer commanding a special unit afloat if the importance of that command should warrant it. It is significant that there are many British vice-admirals, whereas there are only three in the United States Navy. The Secretary of the Navy. Colonel Knox, has asked Congress for legislation granting naval commanders authority to take whatever stops are deemed necessary in United States territorial waters for the proper protection of (ho naval forces.
