WAIRARAPA DISTRICT ASSOCIATION ACTIVITIES CONNECTED WITH E.P.S. VARIOUS ASPECTS DISCUSSED. The chairman. Mr A. C. Pearce, piesided over a large and representative attendance at a special meeting of the Wairarapa District Boy Scouts’ Association held at Greytown recently. Several apologies for absence were received. Mr Pearce stated that Mr R. N. Barton (Featherston) had accepted the position of District. Commissioner. “Mr N. C. C. Shepherd (Featherston) has been our commissioner since July 1. 1936. His interest has been great and the Boy Scout movement has benefitted by it. I certainly attribute a great deal of the success of the movement to Mr Shepherd.” said Mr Pearce. His resignation would be received with regret. It was appreciated that he was a particularly busy man but his resignation did not mean a reduction in his interest in the movement. Mr Pearce extended a warm welcome to Mr Barton. In reply. Mr Shepherd expressed appreciation of the assistance he had re-

ceived from all Scoutmasters and Cub mistresses during his term of office. ■‘There is still room for advancement,” he said. He considered that a troop should be established at Lansdowne. He thanked all who had given their co-operation during his commissionership. Messrs C. Hunter (St. Matthew's Group), 11. C. Hunter (Featherston). H. J. Farley (Greytown), J. K-erslake (Mo Katoa). and J. M. Tolley (Eketahuna), extended a welcome to the new commissioner and thanked Mr Shepherd for his work. It was pointed out that he would be invited to join the Featherston Group Committee. Some discussion arose concerning scouting and the Emergency Precaution Scheme. The following remit was sent to headquarters: "That all boys of the Boy Scout movement be covered by insurance while working in conjunction with the E.P.S." It was pointed out that boys under 1G years of age were not. at present, covered by insurance. "1 think the matter should be in abeyance in Hie meantime." said Mr Pearce. "If we employ Hie boys we are liable." Mr Barton: "1 take it that if we are asked to practise with the E.P.S. we should, keep out of it until the position .s defined." The chairman pointed cut that nothing further could be done until rhe position had been defined, through Dominion Headquarters, by Hie Director of National Service. The .resignation of Mr ,1. A. Halpin as D.S.M.. was received. No appointment to fill the vacancy has been made yet. Miss G. MeTaggart (Featherston) resigned the position of D.C.M. Miss E. E. Gregor (Greytown) was appointed to the position. The position of Assistant D.C.M. is vacant. It was decided to hold the next meeting at Greytown on Tuesday, August 1!).
