TIME-TABLES MADE BACKWARD. As for the military leaders, they were dependent upon the pclitical leaders and they dared neither oppose nor importune them, writes IVt. Andie Maurois in his book, "Why France Fell." For lack of strict, precise orders, the departments tint! the experts took their time. No one in France made out a time-table of operations. In Germany Hitler said: "I wish to be in Paris on the 15th of June. To do that I must open the offensive at the beginning of May. I need new tanks at the beginning of April." Thus he drew his blueprints and woe to him who did not. cany them out! What happened in outcase? The experts were asked. "How much time do you need to build so many aeroplanes a month, or so many ' tanks?" The experts picked a date at I random and their decision was respected. Wo made our time-tables backward. 1( was the war that should ihave governed technical exigencies, not the technicians who should have controlled military requirements. As a result we made the preparations for a war in 19-12 which was over in 1940. In short, we forgot that time is one of the most important factors in any’ action.
