The “Daily Mail” agrees that Russia and Germany are negotiating for a full alliance and adds that on the outcome of the preliminary discussions depends the possibility of Hitler and Stalin meeting. Hitler's plan for world domination includes peaceful penetration in Russia by political pressure. VARIOUS REPORTS JOINT ACTION IN MIDDLE EAST. USE OF RUSSIAN SHIPS ON BLACK SEA. WASHINGTON. May 20. Diplomatic reports indicate that Russia and Germany are negotiating for joint action' in the Middle East. Russian troops are undergo-' ing spring manoeuvres in the vicinity of Tashkent. The Ankara correspondent of the "New York Times” says shipping circles say that Germany is negotiating for the use of Russian ships in the Black Sea to carry war materials to Russian ports for transhipment to Iran. Germany is also believed to be seeking permission to ship troops and war materials across the Black Sea and then across Caucasia to Iraq. It is also reported in Ankara that Russia has agreed to relinquish her share in the control of the Danube delta, in exchange for certain gains in the Middle East, possibly a warmwater port on the Persian Gulf.
