CONCESSIONS REPORTED PASSAGE OF FOODSTUFFS & MERCHANDISE. TRAVEL BETWEEN ZONES. (By Telegraph-Press Association—Copyright) (Received This Day, 1.0 p.m.) VICHY, May 7. It is officially announced that Admiral Darlan has signed an agreement with Germany opening the border between occupied and unoccupied France for the passage of foodstuffs, coal, iron and other merchandise,, permitting relatives to travel from one zone to the other in event of sickness or death, and also granting soldiers and airmen the same facilities of movement as sailors now enjoy. The agreement "envisages” a reduction of the daily payment for the upkeep of the army of occupation from 400 to 300 millionfrancs. The discussions are to continue. The announcement does not mentioji the French concessions to Germany.
