Referring to Russia's ban on the transhipment of war materials Chinese officials pointed out that the materials China received from the Soviet originate in Russia, and in view of this, presumably China is not affected. If so. the officials added, the ban will be beneficial to China in the sense that it will prevent German materials reaching Japan, which is especially important in view of recent reports that Germany is considering sending aircraft to Japan. It was announced in Moscow, an earlier cablegram from London stated, that a decree has been published prohibiting the passage of war material through the Soviet Union. The decree, which is signed by the Commissar for Foreign. Trade, covers munitions, aircraft parts, and accessories, machine tools for making munitions, explosives and poisons. The passage of other goods will be allowed, but only by special authorisation or under trade agreements.
