MATSU OKA & STALIN, (By Telegraph—Press Association—Copyright) LONDON, April 16. Mr Matsuoka has left Moscow for Tokio after signing the Russian-Japan-ese Neutrality Treaty. He sent a telegram to M. Stalin stating: "The treaty is above all a result of your great insight, and I trust it will prove a source of inspiration to the foreign policies of both nations which will henceforth be characterised by mutual trust and friendship.”

M. Stalin replied: “I am certain the treaty will serve this important historical task. I wish you health and success.”
