STATEMENT BY PREMIER. ARRANGEMENT WORKING WELL. (By Telegraph—Press Association.) WELLINGTON, This Day. The establishment of a War Cabinet in July last was a further step toward national unity in the conduct of the war, said the Prime Minister. Mr Fraser, addressing the New Zealand Labour Party at its annual conference in Wellington yesterday. The particular functions of the War Cabinet were to decide and direct those matters connected with defence, military assistance to Great Britain, production for war purposes, war finance, requirements, emergency regulations so far as they applied to the war effort, and generally to implement the policy of Parliament in relation to New Zealand's participation in the war. “This arrangement," said' Mr-Fraser, “provides for unity of action in war matters by the two political parties without disturbing the existing arrangements in regard to Governmental control of the country's affairs generally. I am glad to say that this arrangements has worked in a most satisfactory and efficient manner. I should like to add that on war questions of major importance both the War Cabinet and the ordinary Cabinet are consulted and their decisions taken. Ministers of the ordinary'Cabinet have access to all relevant information concerning -the state of international affairs and the conduct of the war. and they do ,in fact keep abreast of and give constant study to these matters.”
