APPEAL BY AMBASSADOR IN WASHINGTON. (By Telegraph—Press Association—Copyright) WASHINGTON. April 10. M. Henry Haye (French Ambassador to the United States) appealed to the Assistant Secretary of State, Mr. Welles, to unlock sufficient French funds to buy 490,000 tons of wheat for shipment to unoccupied France in spring and summer. “Otherwise the’people will lack bread,” he said.
