From May 1 cargo navicerts will be required for all goods shipped to Eire from neutral territory outside the European zone, states the Minister of Economic Warfare. This applies even if good.s arc transhipped from Britain. All vessels sailing direct to Eire from neutral ports require ship navicerts. which will be issued on the usual conditions.
